Good Bills Die Young

Often, we are asked where are all the good, pro-family bills in California. Unfortunately, with the current legislative climate, they are few and far between, and those that are introduced often meet their end in their first policy committee. In other words, if they haven’t made it through a subject-matter committee by May 13, they will be finished for the year. Several are on the docket this week.

Last week, several pro-family bills failed in committee primarily on party-line votes. These, including SB 54, and SB 634, were granted reconsideration, a second chance (although often futile) for the author to try to round up needed votes. Other times, realizing their bills have little chance of success, the authors themselves pull their bills from consideration. 

Gutting and Amending
Last year, Sen. Leland Yee (D-San Francisco) authored SB 1451, a response to protect California students from “extreme” social studies standards enacted by Texas that promote religious freedoms and protect our Christian heritage. Saying adequate measures to protect our school standards already existed, then Governor Arnold Schwarzenegger vetoed SB 1451 as “duplicative and unnecessary.” Last week, Sen. Yee “gutted and amended” one of his bills, replacing its current language with language similar to last year’s SB 1451. In essence, through a process much like “cut and paste” in your word processor, SB 1451 has been resurrected as SB 302

With a Friday deadline for fiscal bills to make it out of policy committees, a number of bill hearings are scheduled this week. Next week will be primarily floor votes and votes in fiscal or appropriations’ committees for bills that impact the state’s bottom line. For more information – or to make your opinion known to your representatives – visit CFC’s legislative action center
