Legislators Go on Recess

With the close of business this Thursday, legislators will leave the Capitol to return home to their districts. Spring recess April 14-25 provides them with Easter at home, but when they return to Sacramento on April 25, a flurry of bills will receive committee hearings and floor votes in their houses of origin prior to the June 4 deadline. 

This week, a large number of bills are in committees and beginning to reach the floor. Many bills, including SB 48 (Leno, D-San Francisco), are on the floor of the Senate or the Assembly and can be voted on at any time. SB 48 would require that public school students study the roles and contributions of homosexuals in California and American history – much the way they currently learn about the contributions of women, African Americans and other minorities. Last Friday, even the Los Angeles Times objected to SB 48, saying social science curriculum shouldn’t be forced upon us by politicians, and is best decided by historians. Multiple Road Shows about the Budget

Failing to come to terms with enough Republicans to put tax extensions on a June ballot, Gov. Jerry Brown is going directly to voters. Brown traveled to Riverside and Los Alamitos last week to get his message out – that deep cuts will be needed should temporary taxes due to expire this summer not be extended. “I’m going to do everything I can to convince the Republicans here [in the Capitol] to vote for the tax extensions, to put them on the ballot,” the governor told the Sacramento Bee. “And I’m going to go throughout this state to mobilize support.” 

As the governor began his travels, legislative leaders made travel plans of their own. In a radio interview last week, Senate President Pro Tem Darrell Steinberg (D-Sacramento) promised to “take the budget committee out on the road” for statewide hearings focused on the impact of an all-cuts budget. Republicans also kicked off a separate road show to get their message out. Beginning in Fresno last week, the California Republican Party planned a statewide interactive town hall tour to “talk with people where they live, in terms they understand.”

Meanwhile, appropriations committees in the Legislature are considering proposals to continue spending vast amounts of money the state doesn’t have, and the clock is ticking for Gov. Brown to release his revised budget proposal – based on actual tax income – which is due mid-May.
