Parents have the responsibility, and love

Under the constitutional “right to privacy,” a child as young as 12 years of age may be excused from school for “confidential medical services,” which may include abortion, birth control, or drug or mental-health counseling. A child may go to school one morning, leave campus, undergo an abortion, and return home after school – without a parent ever knowing that their daughter has had surgery with the strong possibility of mental and physical risks. 

While schools may represent the place where a child or teen spends a large portion of time, it is a parent – not a teacher or school employee – who cares most about a child’s wellbeing and is responsible for their child’s upbringing. Yet, in recent years California law has whittled away the rights of parents, instead giving primary authority over a child to the “state,” and giving school personnel the right to make life-altering decisions that should be reserved for the parent or guardian.

One of the few truly family friendly bills this session, AB 1348 (Mansoor, R-Costa Mesa) deals with parental consent. Originally, the bill addressed only the specific right of a parent to consent to school-administered mental or psychological health screenings of a minor child.  However, it was recently expanded to recognize the primary role of parents in the development of their children and require affirmative parental permission in matters of child development, health and safety. AB 1348 would restore many of the rights parents have been forced to abandon (often unknowingly) when their child enters the schoolhouse door. 

AB 1348 will be heard on April 13 in the Assembly Education Committee, a committee stacked – as are most – in favor of the majority Democrats. You may contact committee members – or the committee directly – if you wish to provide your opinion on the bill through the CFC Legislative Action Center. Many additional bills related to forcing support for embryonic stem cell research, transgender rights, and redefining gender will be heard in committees this week.
