This Week Inside the Capitol
is a weekly e-mail update of bills monitored by California Family Council (CFC). This Week is intended as a brief synopsis to alert you about which bills are being heard and when.  For additional information on legislative bills CFC is monitoring please visit our website at www.californiafamily.org.
Over the next two weeks, hundreds of bills are scheduled to be heard in Senate and Assembly committees; however, many of these bills will be pulled before their hearing dates. Legislators routinely schedule and then cancel the hearing of their bills in order to get the policy committee’s analysis of their measure. This practice allows legislators and bill sponsors time to mitigate any potential issues the committee may raise. Nonetheless, once approved in committee the bills become increasingly difficult to stop, and a number of bills will be voted on by legislators. 
Unfortunately, the public is generally unaware of the new laws being proposed by their elected representatives, and therefore are unaware of the potential impact those bills may have on their families and communities. For instance, Senator Mark Leno (D-San Francisco) has introduced Senate Bill 906, which continues his effort to incrementally change the definition of marriage. SB 906 would create a new class of “civil” marriages in California, undermining the traditional definition of marriage. This measure will be heard in the Senate Judiciary Committee next week.
During the same judiciary committee meeting, senators will also debate SB 1361, authored by Senator Ellen Corbett (D-San Leandro), which would prohibit social networking sites from publicizing private home addresses and telephone numbers of minors under 18 years of age. SB 1361 attempts to limit access to children's personal information in order to increase their protection from sexual predators.
