Union Protests Come to the California Capitol

Several months ago, the nation’s attention was riveted on Madison, Wisconsin, where union members protested Gov. Scott Walker’s attempts to solve the state’s budget deficit by reining in spending and cracking down on union pensions and benefits. As union sympathizers occupied the Capitol building, the minority Democrats in the Legislature fled the state in order to avoid losing a vote. 

Taking a page from the Madison protestors, the California Teachers Association (CTA) is launching a weeklong schedule of activities – including a sit-in at the Capitol – to put pressure on lawmakers to extend the temporary taxes due to expire this summer. The CTA wants the Legislature to bypass a vote of the people and pass the extensions; however, there is no evidence that Republican representatives, who declined to support putting the tax extensions on the ballot, would provide the four votes needed to pass the taxes outright – or that Gov. Jerry Brown, who has promised a vote of the people to raise taxes, would sign such legislation. 

Next Monday, the Governor is expected to release his “May Revise,” a revised proposal of his budget blueprint based on actual April tax income. This will mark the real starting point for legislative dealings with the budget, and many bills currently in a holding pattern in fiscal committees due to associated, significant new costs or fees, may receive further consideration.
