This Week Inside the Capitol is a weekly e-mail update of bills monitored by California Family Council. Friday, Governor Arnold Schwarzenegger released his 2010-11 Budget Plan signaling the start of the legislative budget review process. Democrats immediately expressed their opposition to several components of the plan; however, throughout the coming weeks, legislative budget hearings will review the proposed budget and its potential impacts on constituency groups and recommend alternative viable actions (generally offered by the Legislative Analyst Office). Governor Schwarzenegger also called the first special session of 2010 to address the state’s current budget shortfall. During this emergency session, the governor and legislative leaders will begin the arduous and contentious process of reducing current year expenditures, while identifying long-term fiscal solutions.
As legislative budget committees begin their review of the proposed budget, policy committees will continue to decide the fate 2009 bills before the January 31st deadline. Last week, many of 2009 bills scheduled for hearings were amended (modified) in hopes that changes would lead to their approval by the committee; and ultimately the Legislature. 
Legislators, whose bills have little chance of passage, have begun reintroducing them as 2010 legislation. While the Legislature’s rules prohibit such re-introductions by the same author, legislators routinely ignore this rule. For instance, Senator Leland Yee (D-San Francisco) reintroduced Senate Bill (SB) 557 as SB 677 (these bills are virtually the same bill and would allow for the seizure of property of those convicted of human trafficking). This move is a clear violation of the Senate’s rules, but SB 677 (Yee) is scheduled to be heard this week in the Senate Judiciary Committee.
