This Week Inside the Capitol is a weekly e-mail update of bills monitored by California Family Council. With the “house of origin” deadline now past, committee work has slowed to a crawl. Legislators are continuing to introduce new bills into the 2010 legislative session; however, new measures cannot be acted upon for 30 days, giving the public time to review them. In the meantime, Governor Arnold Schwarzenegger and legislative leaders continue their effort to address California’s immediate cash flow problem, which State Controller John Chiang warns could leave the state unable to pay its bills.
On Tuesday and Wednesday, the Senate Budget Committee will continue its review of Governor Schwarzenegger’s budget proposal. In addition to needed reforms to address California’s immediate cash flow problem, the state is also facing an estimated $20 billion deficit. The governor’s proposal includes numerous controversial spending reductions, which the Democrat-controlled Legislature is reluctant to make.
While legislative hearings have slowed and the state budget has taken center stage in the Capitol, Senate and Assembly rules committees have been busy with the confirmation of State Senator Abel Maldonado (R-Santa Maria). Last week, the Senate Rules Committee approved Governor Schwarzenegger’s nomination of Senator Maldonado to replace former Lt. Governor John Garamendi, who resigned his post upon being elected to Congress. If the committee approves Maldonado’s nomination, it will be sent to the Assembly Floor for a final vote.
