This Week Inside the Capitol is a weekly e-mail update of bills monitored by California Family Council. This Week is intended as a brief synopsis to alert you about which bills are being heard and when. For additional information on legislative bills CFC is monitoring please visit our website at www.californiafamily.org.
In response to the Assembly’s recent failure to confirm the governor’s nominee for lieutenant governor, Senator Abel Maldonado (R-Santa Maria), Governor Arnold Schwarzenegger lashed out at the Assembly for their “hyper-partisan” behavior. Following his outburst, Schwarzenegger immediately withdrew and resubmitted Maldonado’s nomination, which will allow the 90-day confirmation clock to restart.
Whether the Legislature ultimately confirms or rejects Maldonado’s nomination, additional legislative time will be dedicated to the confirmation process, which could have otherwise been devoted to resolving the state’s budget and fiscal problems.
Today is the deadline for the Legislature to approve deficit-reduction measures, according to the emergency session called by the governor. Thus, the Senate and Assembly must hastily attempt to approve contentious measures at the last minute. Last week, the Senate approved several budget deficit reduction measures, including a tax on online purchases and state furlough relief. The more controversial measures will be voted on this week, including a gas-tax swap, which would replace the sales tax on gas purchases with an excise gas tax, and a proposal which would impose a fee on property insurance policies.
If the Legislature does not approve reductions to the state’s budget deficit, according to state law no other legislative action will be permitted to take place until the deficit is addressed. Failure to approve budget reduction measures could prevent more than 1200 bills introduced last week from being heard and debated in policy committees. However, legislators have routinely ignored the law to meet their own agendas.
Californians will soon know if our elected representatives will abide by the law and focus specifically on the state’s deficit or continue with business-as-usual if the Legislature is unable to approve deficit solutions.
