This Week Inside the Capitol is a weekly e-mail update of bills monitored by California Family Council. This Week is intended as a brief synopsis to alert you about which bills are being heard and when. CFC’s complete legislative analyses about these and other bills can be found at www.californiafamily.org.
Legislative Committees continue to meet as the State struggles to find solutions to its $25 billion deficit. Hundreds of spending measures were held in policy and fiscal committees over the past several weeks as the state faces insolvency. Nonetheless, many bills are now being heard in both the Senate and Assembly. Legislators and Committees will attempt to move legislation quickly before the Legislature recesses for the summer on July 17, 2009.
There are several bills that are being heard in committee this week on which CFC has taken a position. The bill to watch this week is Senate Bill (SB) 572. SB 572, the Harvey Milk bill, would encourage schools to sacrifice valuable student instructional time in order to commemorate the life of Harvey Milk, a homosexual San Francisco politician. While Harvey Milk’s life may have significance to specific groups, decreased revenues resulting in potential teacher layoffs and waning student performance are just two reasons why the measure should not be supported. Research has shown that increased instructional time improves student performance. In addition, no other historical figures are lauded simply for their sexual orientation, as would be the case with the implementation of a “Harvey Milk Day.”
